Because (web) forum software genarally forces a particular interface on
the users, often needs much more maintenance and a high risk of being
exploited through the vulnerabilities that plague web applications.

Having said that, anyone is free to run a mail‐forum gateway (mail is
quite a portable format, much easier than scraping a web application);
and the list is available through Gmane[1], which allows you to interact
via news and web interfaces.
