I suspect that there are two groups that need to be distinguished:
* those who are currently members on the grounds that they have been
paying subscriptions for several years
* those who would be members if there was an organisation to process
subscriptions
and from what I understand of John's points, the duty of care (and hence
also the need to attend a meeting of the members) is to those in the
first group.
John, on the grounds that you've been analysing the constitution and
know the issues around membership organisations, would it be sufficient
to
(a) notify the membership database as Alex describes it of the intent to
hold a meeting of members
(b) put something on the website saying the same thing
or would it also be necessary to reconcile the bank statements against
the database, work out who was not in the database, and attempt to
contact them too?
