I don't see a reason to do this. groff.pdf isn't built automatically,
you have to explicitly say
make groff.pdf
within the `doc' directory.
Am I missing something? For building the info files you need the
`texinfo' package but no TeX, and this is a developer's prerequisite I
won't drop.
