Election Rules need to be adopted whether or not this amendment 
passes. Ideally, this should be done by committee before the AGM and 
be revised if the amendment passes.

As a starting point, I suggest that each nominee gets a short time 
(absolute max 3 minutes) to present themselves and then the vote takes 
place by secret ballot according to STV

count is the responsibility of the secretary, or a person nominated by 
the secretary, with two members selected at random from those present 
as witnesses.

What did I miss? Anyone want to try on another clean sheet of paper? 
I'm not attached to the above, but I think it fits the current 
constitution and has other important benefits.
