This is a nice idea.  Unfortunately it is difficult to implement in
phpGW.  There are various problems to be considered.  Here goes:

* Some users can only access email via phpgw

* Some users have multiple email addresses

* There is no verification option available

* The registration app needs work

I have some code for password generation around here somewhere if you
want it.

This could be cool, but I think it requires the head ACL system tho. 
This would allow us to create layered admins.  For example there could
be a "root" user, then area admins etc.  I have a lot of ideas for this
... now if I only wrote them down.
