This user prefs based on ACL should be discussed a bit to decide on an
implementation scheme

For instance, if we are controlling who sees the calendar prefs, maybe we
should control each pref individually.  This may be easier than first glance
since users don't seem to see any forced prefs (which I discovered the other
day when looking for my tz setting) .. we could expand that system.

It will need some kind of an admin screen to select what prefs are available

How much effort do you plan to put into the calendar system?  There are a
number of patches already in the savanah patch manager and it needs someone to
take it under their wing for a while to patch it up.  Perhaps this additional
work will not be significantly more than what you are already planning once
you start to review and understand the existing code.
