Good news! Thanks for digging into this.

I'd vote for option 2, i.e. keep the change specific to Windows.

I don't know much about packaging rules, but I think we don't  want to expose
octave-svgconvert in the puclic (/usr/)bin directory on linux. This is an
Octave specific program with many shortcomings, far from a general purpose svg
converter as the name could suggest, and it should be treated as an internal
if possible.

IIRC on Windows the bin directory is private (not on the Windows PATH by
default) and contains pretty much everything including the dll libraries, so
why not add octave-svgconvert.exe there if it fixes the linking issue.
