Details:

Recently I started to use Octave frequently on headless systems (Raspberry Pi
without X11, Termux/Android) with no graphics capabilities. So I am always
greeted with the message 


octave: X11 DISPLAY environment variable not set
octave: disabling GUI features


I am aware of the -q option which disables this, but wouldn't it be better to
throw this warning only when actually requesting a GUI feature?
