Follow-up Comment #1, bug #60290 (project octave):

Whatever the way you invoke Octave, you *are* requesting a GUI feature by
default (octave-cli->FLTK for figures, octave->Qt for figures). The "-W"
option tells octave to start without a display and the warning is then not
displayed.
