I pushed the patch from comment #40 for MXE Octave here:

And a patch that lets Octave look for the octave-svgconvert executable in the
"bin" directory on Windows here:

I made a few very minor changes to your patch (typos, copyright year update
and alike). See the attachment.

I'd say it is ready to be pushed as an initial version.

We could follow up with changes (like a replacement for the static, ever
growing, non thread-safe cache) here or in new reports.

What do you think?
