Follow-up Comment #40, bug #59546 (project octave):

Attached is a patch that changes the installation directory of
"octave-svgconvert" to the "bin" directory and adjusts the
`__svgconv_binary__` function.
With that change to `__svgconv_binary__` and the executable manually moved to
the "bin" directory, I'm able to print to pdf using `-svgconvert` on Windows.

I'm not sure this is a good change though.
Why do we install some binaries in the "bin" directory and others in
"archlib"?

Alternatively, we could copy the file to the bin directory in MXE Octave. We
already do something similar for "octave-gui.exe".
But that would make finding the binary in `__svgconv_binary__` slightly more
awkward.
I'm attaching a patch for the part that would need to be done in MXE Octave.
We won't need this patch if we used the other patch in core Octave.
I don't have a patch yet that would need to accompany this one in core
Octave.

I'll wait for feedback on which path we should take.
