You generally don't want to use JPEG for technical pictures or logos.
Those tend to have sharp edges, fonts and thin lines; they are ruined by
JPEG's compression, which is tailored to artistic of photograph type
images. This is not specific of Octave or any opther program, it is a
general graphic format issue and you will have the same problem if you
save your graphs in JPEG using Matlab or anything else.
The general solution is using either a non-lossy bitmap compression
(PNG) or a vector-type compression (PS, PDF, etc).
