Two things to notice here.  The obvious one is that these changes were
committed by the sync job.  This is because gnun's last build was
completely successful, it only failed to commit.  We could avoid this by
using different checkouts for the two jobs, but that might complicate
the sync rules so I don't think it's worth it.  The `sync' target is
internal for trans-coord anyway.

The less obvious one is why banner-homepage.bg.po and
banner-homepage.fr.po were not added.  Because their prerequisite
(the .pot) did not change since the last build, make considered them
up-to-date and none of the commands in template_rules was run.  So it
was not necessary to comment the $(CVS) invocation there in the first
place.
