I answered too rapidly...  They have to be matching because @-commands with
braces are taken into account.

So if there is something along the following the result makes sense

@html
@emph{something 
function Person(name) {this.name = name;}
otherthing}
@end html

while
@html
@emph{string "}"}
@end html

will not give what's expected.
