Yes, afaik FAT32 does not support sparse-files like NTFS/ext[23]/ReiserFS.
From my point of view there is no easy change for this problem without
breaking portability.

FAT32 shouldn't be used today anyway.

eMule and eDonkey/Overnet are causing very heavy fragmentation on these
volumes (faked sparse files).
