I would think this could be done fairly easily with a Scheme engraver: 
determine the [Voice?] context with the longest duration, and auto-fill any 
[Voice?] contexts that are shorter.

Maybe Reggie can whip up a bit of code to contribute to the ongoing improvement 
of Lilypond.  =)
