Hi Reggie,

If you (or the OP) want 3 staves containing 48 measures of full-measure rests 
in 4/4, you can always do something like this:

blankstuff = \repeat unfold 48 { R1 }

<<
  \new Staff \blankstuff
  \new Staff \blankstuff
  \new Staff \blankstuff
>>

If I recall correctly (it’s been almost 20 years since I used Finale!), this 
mimics what appears when you create a new Finale score and ask for 3 staves 
with 48 measures in 4/4.

If this still isn’t what the OP asked for, then please describe in detail the 
difference between what the OP is asking for and the various options I’ve 
suggested.
