   bin/gub mingw::lilypond
   bin/gub mingw::lilypad

to build the lilypond and lilypad executables for mingw/windows.

AFAICS these builds also should succeed as nsis is only pulled in by the 
mingw::lilypond-installer target.

Next up, either my WSL gets the qemu / binfmt surgery, or I get a
Windows 10 Insider Build for access to the upcoming full-Linux-kernel
WSL2.

I would try the qemu method first, because it would be easier to use for more 
people.
