[task #15713] Make quad structure to make unique hashes of 4 objects

Follow-up Comment #15, task #15713 (project gnuastro):

The final formation of hash codes is done along with the major implementation
of kd-tree. For implementation, I'll be using similar implementation as done
in this Wikipedia of kd-tree <https://en.wikipedia.org/wiki/K-d_tree>. 

Also, according to Raul's suggestion, we can now use 3 or 5 star-quad but, for
now, to so that we have to change lengths of certain arrays. Later on, this
will be made as a feature to use as an option.

And yes the image is of the whole catalogue given. There were certain quads
which were present on other places in the image but I think due to certain
conditions later imposed they were eventually filtered out. Maybe we can look
into it later.
