Note signing can be avoided with effective spf policy.  There the mail was, 
once again, not coming from eggs.gnu.org initially (and more even, didn’t have 
emacs as user-agent, and message-ids typical from it).  rms must only have a 
password or any way to auth to eggs.gnu.org’s smtp so his mail are sent from 
there, and that would avoid having to sign anything.

Signing is hard measure, it impedes deniability, helps data collection and 
social graphs (less so without WoT).
