This was (and still is) my case too, FWIW. The friction to contribute to Emacs 
is pretty high, and one hurdle is the assignments. (Actually, it turns out 
assignment was only one hurdle out of many, which makes me have a few patches 
that I just apply when I compile emacs myself. I’m pretty sure a lot of people 
will be doing that.
