For a slow machine, the option to install precompiled packages has
quite some merit. ;-) Since teTeX is only needed to build avrdude but
not to run it (likewise for avr-libc), someone going that way doesn't
even have to bloat his harddisk if he doesn't have another requirement
for teTeX.
