use_ldap=0 just make the web part not to access LDAP directly
LDAP is used to create mail aliases, so you have to modify exim config
LDAP is also used to create user and group instead of writing in
/etc/password,group,shadow, and as a consequence user ftp too (for the
FRS) 

It was not at the beginning of 2.5  so it is possible to implement
backend without LDAP. 
if you install-ldap.sh purge, install-exim purge
It should work, mostly only for the web part.

We can think about this at the planed package split
