Hi Tim

libltdl3 is part of sid

You can find it there
ftp://ftp.fr.debian.org/debian/pool/main/libt/libtool/
So you have gor the choice between
dpkg -i  libltdl3-dev_1.4.2-3_i386.deb

or adding temporarily the sid line in your /etc/apt/source.list
and apt-get update / apt-get install libltdl3-dev
