i am confused by that too - why should non-commercial licenses
be permitted for any works?
the new proposed A4 requires that the code-base permits
commercial distribution (given that "nonfree licenses" implies
the four freedoms) - but
if "nonsharing licenses" only permit non-commercial distribution,
then the proposed A4-1 would allow non-commercial licenses in
the same code-base, which would taint the entire code-base from
being distributed commercially, as a whole
that is important to note; because "as a whole" is the norm - it
is very unlikely that people will be cherry-picking individual
files from the code-base, directly from the website - 99% of the
time, people will be pulling the entire code-base as a tarball
or VCS clone
