John, I don't see this making it into 2.16.  It is an extensive change of  
the build system.  This needs several developer releases before we can be  
reasonably sure of its effects and workability.  Review does not work as  
Rietveld's diff system is confused, Patchy does not currently grok it.  And  
besides, the only test worth its salt would be cranking releases out, and  
getting extensive feedback on several of them.  Just too many unknowns to  
switch at this point of time.  The problems to expect in the current build  
system are more or less well-known and well-understood, and there are no  
significant structural changes slated for 2.16 that would trigger most of  
them.
