Could it be the case that you did it before recompiling igraph with -- 
disable-graphml and -mno-cygwin (or that you accidentally used an  
older cygigraph-0.dll at this stage)? It might have happened that  
Windows was missing libxml2.dll and iconv.dll that are also needed if  
you built igraph with GraphML support.
