One of the main annoyances is that LanguageTool does not appear to be widely packaged[2].Why would it be necessary to package it?If a user has to jump through hoops to download, install, and configure it, could we honestly claim that the functionality was part of Emacs?
A functionality of Emacs would depend on an externally installed tool, that's all. Just like M-x ispell depends on an externally installed tool. And a user does not have to "jump through hoops to download, install, and configure it", it's a single (but large: 220 MB) zip file to download and unzip somewhere. There is also an optional per-language ngram data set, which is much bigger (8.5 GB for English) but not available for all languages that LanguageTool supports.
