Yet, elpa.git does include the following tags:

    0.10
    0.11
    0.2
    0.4
    0.5
    0.6
    0.7
    0.8
    0.9
    1.0
    1.0.0
    1.1.0
    1.2
    1.2.0
    1.3
    1.3.0
    chess.el/2.0.4
    hyperbole-6.0.2
    hyperbole-7.0.0
    hyperbole-7.0.1
    hyperbole-7.0.2

Not sure where they come from.
FWIW, `nongnu.git` doesn't have any tags currently.
