But elpa-admin.el is not run inside `elpa.git`, only inside clones
of it.  So yes, we can get tags within clones of `elpa.git` but for them
to reach `elpa.git` itself (the repository on git.sv.gnu.org) someone
needs to push them there, AFAIK.
