AFAIK they make up a very small fraction of the MELPA archive, both in
terms of number of packages and in terms of popularity of those packages.

Of course, those people who want those packages would still find a way
to get to them, but that's OK, we're not in the business of disallowing
people from shackling themselves to proprietary software.
