Maybe someone should have a look at the elpa.git README to see if
there's anything missing, or if this could be made even clearer.  I'd
volunteer, but I'm not sure I understand the full process.

It would also be good if all this information was easily accessible
from the https://elpa.gnu.org website.  I know there's a link to the
README, but that fails the "easily accessible" criterion, I think.
