As far as I have understoood the CERTI layout, RTIA is only being used
for _writing_ to the RTIG but _reading_ from RTIG is being done
straight inside libRTI alias libCERTI. True ?
So, in this special case where an ATC screen is meant to be a read-only
device, it would be sufficient to have just the client library (Java
libRTI), there would be no need for a Java RTIA.
