there is a work in progress but I cannot give you

Our idea for CERTI in Java would be to avoid JNI interface
and to build a full Java implementation which is is compatible
with CERTI C++ at the message level.

In CERTI HLA API call (RTIA/FederateAmbassador callbacks)
are translated to/from Messages sent/received on
a socket  handled by different RTI processes (RTIG and RTIA)

OK I think I see, he wants to use HLA to talk to FlightGear?

I don't think CERTI is near to fullfill such needs now.
May he should have a look to Portico RTI, which natively support Java binding
(and C++ through JNI I think)
