My understanding of the FDL is that such permission wouldn't be needed
at all; just credit would need to be given to the original author for
the work they did. Is this correct?

An interesting possibility. This would take some reasonably mature
tools on the part of GNUpedia before Nupedia could take advantage of
such a thing; the classification layers would need to be
mostly-done...
