I think this is a valuable suggestion, yes.

Our current software is good for our purposes, but not much use to others, I'm
afraid.  The only reason for this is that we have worried first about getting
our article production process in order.  The code is not general, etc.

We would be happy to host a more general effort to generate "encyclopedia tools"
software, or even more general "content management" tools.  And of course our 
existing
code (such as it is) is available as a (possible) foundation for such a project.

I *love* to see energy flowing in many directions at once.
