The specific facts you cite are correct, but you're interpreting
"offer" in a narrow sense. That doesn't serve our purposes.
The forge consists of what it says as well as what it technically does.

Yes it can. Simply giving good instructions would assist. It could
implement a wizard which would suggest changes to add license notices
in files, and add them automatically if the user wishes.
