Let's not think of A3 as a matter of "explaining".

There may be some sites that do nothing more with licensing options
than say they exist.  But a GOOD repo does other things as well:

* It checks whether you are following your chosen option properly.

* It helps you do so.

By saying that the repo "offers" the option in question
we avoid getting tangled up in these details.
