An NMEA parser was already added to paparazzi quite some time ago. It works with some NMEA receivers but gives extra delay with others (if the order of the messages is different) and misses info on even others. In all cases paparazzi can not configure the internal filters of the GPS (e.g. quadrotors, large planes and small planes use different settings). In order to fly well on small MAV delay and gps receiver internal code mean everything. That is the reason that people who strive to achieve better flight performance use the better GPS's. And if you choose a certain receiver, why not talk in binary anyway? In any case it is not just to make the project exclusive. It's simply to fly better.

Which I guess is why the NMEA stuff hasn't been fully developed as the
people who have been active developers were happy enough with using the
existing GPS functionality.
No one is an expert on everything and so there's always things that can be
improved. :-)
