Well, yes. Colour management is still in its infancy in many apps, no argument 
here.

On top of that try to explain "linear workflows" to man of
the 3d artists out there and you will get confused looks.

No argument here either, and I'd extend that to 2D artists as well, just to be 
fair. Oh, and sups of course ;)

However, the question was if there is a way to detect the colour space of an 
EXR, and obviously there is none as it's not optional when it comes to EXRs but 
well defined.
If users choose to save images differently (since many OpenEXR implementations 
make that a possibility) then they do so at their own peril.

Then again, users (and I'm explicitly including myself) have senselessly mixed 
and matched all different kinds of colour spaces in the past with decent enough 
results.
