This issue is resolved in patch 1557.

The next issue is resolved in patch 1558.

With these two patches and patch 1536 I am able to use MSYS to 
./configure && make a working binary for selfhosted mingw32.

I will backport these patches to the make-3.80 release and issue another 
prebuilt release from the MinGW site.
