Harald, yes. More precisely, it was reported by two users, but i could 
never reproduced it. Every time i installed R, it was included. I'm sorry 
i'm not quite sure what you mean by the sentence

You mean that igraph does not work even if this dll is included?
Strange. I'll do another R installation in a minute.

Anyway, you can download iconv.dll from 
http://cneurocvs.rmki.kfki.hu/igraph/download/iconv.dll
and put it into the libs/ directory inside the directory 
where you installed igraph. 

I'll try to install R 2.5.1 from scratch again, and see whether
iconv.dll is included.
