    Reading the summary of the gcc runtime library exception, my
    impression is that using these header files is fair game (even
    though there are complied before "runtime") ?

How is the GCC runtime library exception relevant to this issue?  The
Octave source does not carry that exception.  The issue is what the
ordinary GPL permits.

If Xcode contains the compiler, then the system library exception covers
these headers, since they come with a major component of the operating system.
