I've done this, but I was using the same compile environment to
generate the oct file as I used to generate the package.

The error 127 that you are getting is probably because hello isn't
finding some of its dependencies.   Maybe the octave 2.1.50 you
have on cygwin isn't compiled for shared libraries?

I'm beginning to think that the simplest solution is to generate
a large octave-dev package which contains everything
required to compile oct files, including compilers, headers and
libraries.  That should still be more convenient than downloading
and installing cygwin, plus it guarantees a compatible devel
environment for the installed octave binaries.

octave-forge (http://octave.sf.net) has the control files and 
instructions
for building the installable package.  New maintainers are welcome
since the current maintainer (me) isn't doing a very good job keeping
it up to date and improving it.
