Actually, it turns out Cygwin is a bit smarter...
The installation detects the already installed cygwin supplied by
octave-win and offers to use /program files/gnu/octave as its root
directory. Once you confirm that selection, everything is installed
correctly and works great (both octave and the cygwin tools).
