The one thing that seems to make a differnce is whether I run it under
cron or not.  Running a parallel build from a terminal works fine. 

Eli has already taken a look at some of the debug output (see previous
posts), and noticed that 'all' is being made up to 8 times, which seems
to defy any reasonable explanation.
