Look at groff_mm(7) , for the documentation of the .H macro.
The .H macro is highly customizable.
In particular, the Hs register says:

the problem goes away.
It is the second time I have had a problem that I can fix with this
solution.
There is nothing wrong with my usage of 'mm'.
I am guessing there is an issue but I cannot figure out the bug.
