It's not the Hs register--I also looked at that. When a document that
worked fine for years suddenly doesn't work with a new groff version,
it's probably not the document. I (sorta) fixed the problem by
commenting out the call of misc@tag, which works to the same effect as
Mike's solution.
The problem seems to arise from a horizontal motion
\h'\\n[misc*.k]u'\c
near the end of misc@tag. I don't really understand the HTML
implementation, and had to get a proper PDF done, so I commented out the
call rather than really fixing the problem.
I have little need to generate HTML from groff, so I haven't revisited
the problem. I did post a bug report (https://savannah.gnu.org/bugs/?54909)
a year or so ago.
