However the Resume/Qualifications view show it yet. IMHO it is OK showing such
empty-photo-or-logo at resumes.

As usual, let me know if you disagree.

I'd show the placeholder to the user when editing (to remind her that she should upload a photo), but hide it when viewing (to avoid looking halfway done). Many people don't want to upload their photo everywhere. I've also seen it discouraged even by companies, which a friend theorized was because they don't want any bias which could come back to kick them in the ass, especially wrt. race, which is usually not possible to discern from the rest of the resume.
