Why that one?

What I do is:

#+begin_src emacs-lisp
  (when (locate-library "org-install")
    (require 'org-install))
#+end_src

That way, if it's still present (and maybe necessary[1]), it will be loaded.

If not, it simply has no effect.

[1] On old Emacs/Org versions, for people using my .emacs configuration file.
